The March 25, 2021 Special Meeting of the Public Health, Recreation & Environment
Committee of the RTM was called to order by Chairperson Jennifer Bracciale at 6:30 P.M.
ROLL CALL
Present: Jennifer Bracciale, Steve Elci, Nicholas Gauthier, Robert Swansen
Absent: April Cairns
Also Attending: Town Attorney Rob Avena, Town Clerk David Campo, Recreation &
Parks Director Brian Flaherty, Planning Director Abby Piersall.
PUBLIC COMMENT: None
AGENDA ITEM 5
MOTION by Swanson, seconded by Gauthier, to approve the minutes from the January
14, 2021 meeting.
VOTING IN FAVOR: Unanimous
AGENDA ITEM 6A: Possession & Drinking of Alcohol on Town Property.
PRESENTATION: Director of Planning Abby Piersall
Discussion ensued in regard to an addition to the Waterford Code of Ordinances Chapter
12.08 Concerning the possession and drinking of alcohol beverages in town parks and
recreation areas.
MOTION by Swansen, seconded by Gauthier, to move the addition of Chapter 12.08,.040
of the Waterford Code of Ordinances to a public hearing with the following additions to
the draft ordinance (attached):
A, Sale and consumption of beer and wine subject to the approval of the Waterford Board
of Selectman.
B. Application made.on a form provided by the Waterford Board of Selectman

C. Section C shall include the language “in no case will possession”.
D. The two exhibits shall be expanded to include the rear of the Nevin’s Cottage and the
other historic structures on the Town Green.
MOTION was amended by Swansen, seconded by Gauthier to include a Public Hearing
date of April 22, 2021 at 6:30 P.M.
VOTING IN FAVOR: Unanimous
MOTION by Gauthier, seconded by Swansen, to adjourn at 7:22 P.M.
VOTING IN FAVOR: unanimous

12.08.040 - Alcoholic beverages.
The possession or drinking of alcoholic beverages in any town park and/or recreational
area is prohibited, except as provided below:
A. Beer and wine sales and consumption may be permitted at grass field areas at the
Waterford Beach Park, as shown on Exhibit “A”, and the Jordan Green, as shown on
Exhibit ”B”, subject to the following terms:
a. Sale and consumption of beer and wine shall only be allowed subject to the
advance approval of the Waterford Recreation-and-Parks-CommissionBoard of
Selectmen. Applications shall be made on a form provided by the
CemmissionBoard.
b. Beer and wine shall only be provided by an approved vendor. The approved
vendor shall have all required licenses and permits necessary to sell and serve
alcohol in the State of Connecticut. The approved vendor shall carry all
insurance required by: the Town of Waterford, and shall name the Town of
Waterford as an additional insured. The approved vendor shall execute a
required hold harmless agreement.
c. Inno case will the possession of any alcoholic beverage, including beer and
wine, be permitted on the sand or dunes:at the Waterford Town Beach.
