RTM Moderator Thomas Dembek called the June 7, 2021 Regular Meeting of the Representative Town
Meeting to order at 7:02 P.M.

MOTION by Steward-Gelinas, seconded by Welch-Collins, to accept the minutes from the April 5, 2021
Regular Meeting and the May 3, 2021 Budget Meeting.

CORRESPONDENCE
A letter from Waterford Resident and Historical Society President Kristen Widham, in regard to CALL
ITEM 4.

Waterford Resident and Historical Society President Kristen Widham, spoke in regard to CALL ITEM 4.
AGENDA ITEM F —A committee report was received from the Public Protection and Safety Standing
Committee of the RTM. Moderator Dembek noted it would be discussed further under New Business.
AGENDA ITEM G — RTM Member Thomas Dembek updated the body on the progress of the Waterford
Municipal Complex.

CALL ITEM 1 ~ Civic Triangle Upgrades
PRESENTATION: Planning Director Abby Piersall
MOTION by Welch-Collins, seconded by Steward-Gelinas, to approve a recommendation from the Board
of Finance for an appropriation in the amount of $50,000 from Designated Funds to appropriated funds
from FY21 Capital and Non-Recurring Expenditure Fund Line #20511-57857 for Civic Triangle
Upgrades.
VOTING IN FAVOR: Unanimous with one member against. (Attanasio)
CALL ITEM 2 ~ Rehab of HVAC at WUC Pumping Stations
PRESENTATION: Utility Commission Director Neftali Soto
MOTION by Welch-Collins, seconded by Steward-Gelinas, to approve a recommendation from the Board
of Finance for an appropriation in the amount of $506,000 from Designated Funds to appropriated
funds from FY21 Capital and Non-Recurring Expenditure Fund Line #20531-57816 for the rehab of the
HVAC system at the Evergreen and Harvey Avenue Pumping Stations.
VOTING IN FAVOR: Unanimous
CALL ITEM 3 — Fund Name Change
MOTION by Steward-Gelinas, seconded by Welch-Collins, to approve a recommendation from Finance
Director Kimberly Allen to change the name of the Waterford Week Activity Fund to the Waterford
Special Activity Fund.
MOTION to amend the motion by replacing Special with Community.
VOTING IN FAVOR OF AMENDMENT: Unanimous

CALL ITEM 4: Chapter 12.08.040 — Alcoholic Beverages
PRESENTATION: Jennifer Bracciale, Chair of the Public Health, Recreation and Environment Standing
Committee of the RTM.
MOTION by Steward-Gelinas, seconded by Welch-Collins, to approve a recommendation from the Public
Health, Recreation and Environment Standing Committee of the RTM, to approve an amendment to The
Waterford Code of Ordinances, Chapter 12.08.040 — Alcoholic Beverages to allow, with prior approvals,
sale and consumption of beer and wine in specific areas, to be sold by licensed, insured vendors.
Discussion ensued. (See Attachment)
MOTION by Welch-Collins, seconded by Gauthier, to amend motion to note that it would not include the
interior of any of the Historical Society Buildings.
MOTION to amend withdrawn by Welch-Collins and Gauthier.
Town Attorney Robert Avena and Director of Finance Kimberly Allen noted that the Historical Society
would be furnished a “hold harmless” agreement in regard to this ordinance.
VOTING IN FAVOR: Unanimous
NEW BUSINESS
RTM Member and Chair of the Public Protection and Safety Standing Committee of the RTM, Tim
Condon discussed his submitted committee report. (See Attachment)
MOTION by Condon, seconded by Olynciw, to create a special committee (Fire Services Review Special
Committee) to review issues including performance, policies, and staffing and present their
findings/recommendations of any changes needed to enhance public safety, creating a steering
document and strategic plan and shall consist of five Full Voting Members as follows: 2 RTM members

(appointed by the RTM), 1 Public Protection and Safety Committee Member (appointed by the Public
Protection and Safety Committee), 1 Board of Finance Member (appointed by the BOF), 1 Board of
Selectmekn Member (appointed by the BOS) and shall consist of five Advisory/Nonvoting Members as
follows: Fire Services Director, Emergency Management Director, Waterford Ambulance Manager, 1
Volunteer Fire Chief (appointed by consensus of the 5 Waterford Fire Companies or the 5 chiefs), 1 Full-
time Waterford Career Firefighter (appointed by consensus of the Waterford Full-time Firefighters).
Discussion ensued.
MOTION by Steward-Gelinas, seconded by Rocchetti, to postpone until the next regular meeting of the
RTM.

12.08.040 - Alcoholic beverages.
The possession or drinking of alcoholic beverages in any town park and/or recreational
area is prohibited, except as provided below:
A. Beer and wine sales and consumption may be permitted at grass field areas at the
Waterford Beach Park, as shown on Exhibit “A”, and the Jordan Green, as shown on
Exhibit ”B”, subject to the following terms:
a. Sale and consumption of beer and wine shall only be allowed subject to the
advance approval of the Waterford Recreation-and Parks-ConmissionBoard of
Selectmen. Applications shall be made on a form provided by the
CormissionBoard.
b, Beer and wine shall only be provided by an approved vendor. The approved
vendor shall have all required licenses and permits necessary to sell and serve
alcohol in the State of Connecticut. The approved vendor shall carry all
insurance required by the Town of Waterford, and shall name the Town of
Waterford as an additional insured. The approved vendor shall execute a
required hold harmless agreement.
c. In no case will the possession of any alcoholic beverage, including beer and
wine, be permitted on the sand or dunes at the Waterford Town Beach.

PUBLIC PROTECTION & SAFETY STANDING COMMITTEE OF THE RTM
Committee Report
May 24th 2021
To Members of the Waterford Representative Town Meeting,
Please let this serve as the committee report of the Waterford Public Protection and Safety
standing committee of the RTM, for item referred by the RTM body at the August 8" 2020
meeting, titled “Review of creation of an Ad Hoc committee in regard to Fire Services.”
The Committee met multiple times to review the letter and to make recommendations as to
the scope and participation of a possible ad hoc committee. The committee first addressed
whom should serve on the committee. A vote on consensus was taken to recommend three
members of the RTM; one of which should come from the Public Protection and Safety
standing committee, one member of the Board of Finance, one member of the Board of
Selectman, advisory non-voting members consisting of the Director of Fire Services,
Waterford Ambulance Service Manager, Emergency Management Director, one Volunteer
Fire Chief, one Full time Career Firefighter. The Committee then focused on a charge of the
ad hoc committee. It was discussed at length the various issues facing our fire service and
the recommendation made and voted upon is “To review and propose possible changes to
the Waterford Fire and Emergency Services in the interest of public safety.” These
recommendations were passed with unanimous consent and are brought to the RTM as
requested. It is important to note that the charge of the PP&S was not to recommend the
creation of an ad hoc committee but to make recommendations on committee members and
a charge. The creation of an ad hoc committee is left to the body of the RTM on a manner to
proceed should the membership choose to do so. As chair | look forward to presenting the
information and RTM member's questions under new business.
