The Recreation and Parks Commission held their regular meeting on Tuesday,
January 28, 2020 at the Community Center. Chairman Santos presided.
MEMBERS IN ATTENDANCE: Cs. Santos, Gardiner, Kanabis, Whelan, Murphy,
Erricson
MEMBERS ABSENT: Cs. Hall, Scheiber, Guarnieri
STAFF: Director Flaherty, Assistant Director McNamara, Program Coordinator
Sullivan
GUEST: Mark Geer, Finance Board Liaison
MOTION #1: Made by Cs. Erricson, seconded by C. Kanabis to approve the
minutes of the November meeting as received. So vote 6-0.
CORRESPONDENCE:
~ Thank you letter from Chris Landry, re: assistance in hosting a
game at the high school.
~ Notice from the Board of Finance re-appointing Mark Geer as
liaison.
~ Letter from Waterford Regional Lions Club, re: Annual Pasta Dinner
and Craft Show.
~ Copy of letter to RTM, re: increase in Beach Stickers.
~ Copy of 20-21 proposed Budget.
MOTION #2: Made by C. Erricson, seconded by C. Gardiner approving the
request from the Lions’ Club to use the Community Center for their annual
fundraisers on October 3, 2020 for the Pasta Dinner and November 14, 2020
for the Arts & Craft Show and to waiver the fees for these events. So
voted 6-0.
MOTION #3: Made by C. Whelan, seconded by C. Kanabis to approve the letter
sent to the RTM in regards to the increase of beach stickers. So voted 6-0.
STAFF REPORTS: The Director reported on the proposed 20-21 budget as
presented. He explained the increased and the decreased line items, to
help keep the increases to zero, as requested by the First Selectman.
MOTION #4: Made by C. Murphy, seconded by C. Whelan to appove the revised
20-21 budget, as presented. So voted 6-0.
The budget has been sent to the First Selectman. The Commission will meet
with the Board on February 13, 2020. The new bathrooms for the beach
project moving along with the assistance from the Utility Commission,
Public Works and the Planning Department. The First Selectman has been
very supported of this project. The tennis court repairs and Leary Park
Basketball Court Reconstruction and Town Hall Basketball Court Repairs are
all in progress. Veteran’s Field and Leary Park Irrigation are being
placed on hold at this time. The Dog Park Fencing replacement has begun.
The Assistant Director reviewed his report with members. He said that the
Youth Sport Council met on 1/15/2020. Discussions for outlines on planning
and goals for 2020. All Co-sponsored budgets for the 20-21 budget were
received. The maintenance crew has installed a new memorial bench at
Waterford Beach Park and they are repairing the gatehouse at the beach.

Program Coordinator reviewed her report. The Summer Booklet as at the
printers and will be mailed out the middle of March. She reported that the
Rotary Club has donated three (3) portable libraries made by Yankee Home
Building. They will be installed at the Civic Triangle, Waterford Beach
and the Quaker Hill Green. The summer concert series are booked, starting
June 13th. There will be eleven (11) concerts. All Winter/Spring programs
are ongoing with swim lessons starting on the 1st of February.
Committee Reports:
~ Long Range Planning. A meeting will be called with the Towns’
Environmental Planner,
regarding trails.
~ Policies/Procedures: The Director was asked to contact the First
Selectman and the Board of Ed, regarding “Shared Services with
the Board of Ed”.
~ Cs. Kanabis reported that there will be a meeting with the “Mural
Committee”
on February 4, 2020.
OLD BUSINESS:
~ Cs. Santos and Gardiner will be working on a revision of the Policy
Manual.
MOTION #5: Made by C. Whelan, seconded by C. Murphy to adjourn. So voted
6-0.
